Whisk the milk, semolina and sugar together in a saucepan over medium heat.
Leave it to boil then turn off the heat. Add rose water and leave it to cool.
Cut the tortillas into small circles then make them into cones and seal them with a mixture of water and flour.
Deep fry the cones in oil or brush them with oil and fry them in the air fryer.
Leave the cones to cool after frying.
Put the semolina pudding in a piping bag and fill the cones with it then decorate it with coconut, pistachio or cinnamon and toasted almonds.
Put a little honey or syrup on it for more sweetness if desired.
